You can't understand Fraser completely unless you watch all Due South episodes in order, starting with the pilot. You learn how much of an outsider and how out of place Fraser was when he first came to Chicago, and how much RayV is the stabilizing influence on Fraser and, as you said, very tolerant and patient with him. The two have a wonderful, caring friendship. I can believe that they genuinely love each other. Then, because of what he learned from RayV, Fraser's able to give to Kowalski the same way. To me, Kowalski is very poorly written character because someone who's a Chicago native and who's been on the force as long as Kowalski has shouldn't be such a mess, even if he was recently divorced and hasn't adjusted to it. He should also have others in his life besides Stella and Fraser to give him support, like friends.
